Some of the blame should fall on the public health official who made up the 20-second rule. Who does that? Unrealistic demands often don't get followed. And maybe it should start with "For your health and the health of others" or just "Please"

The funny this is, the sign really has been there forever (and I'm sure it says "please"), but up until a few years ago we all did the very sensible thing of ignoring it. I wrote a piece not long ago about how laws are really only enforceable by general consent. One problem with excessive and arbitrary laws or guidelines, like this one, is that once everyone has begun to ignore them it becomes impossible to get everyone to follow them when you need to. You can never sort out what is really necessary from what is pointless once you've muddied the waters with overreach.

One result of the pandemic is that many people realized just how ridiculous (and harmful) our lives would be if we actually tried to follow all the guidelines the government agencies concocted over the years to keep us safe. Turns out being as safe as possible is actually a terribly unsafe way to live, but a few targeted measures can make things better without making them worse.
